C4 driver's license permits driving three-wheeled vehicles (originally classified as three-wheeled agricultural transport vehicles). D driver's license permits driving three-wheeled motorcycles with an engine displacement exceeding 50ml. E driver's license permits driving two-wheeled motorcycles with an engine displacement exceeding 50ml. F driver's license permits driving motorcycles with an engine displacement of 50ml or less. M driver's license permits driving wheeled self-propelled machinery vehicles. N driver's license permits driving trolleybuses. P driver's license permits driving tramcars. According to Article 19 of the "Road Traffic Safety Law," driving a motor vehicle requires a legally obtained motor vehicle driver's license. Applicants must meet the driving permit conditions set by the public security department under the State Council. After passing the examination, the traffic management department of the public security authority will issue the corresponding category of motor vehicle driver's license. Drivers must operate vehicles strictly within the permitted categories specified on their licenses and must carry their licenses while driving. Therefore, it is clear that both driving without a license and driving a vehicle that does not match the permitted category of the license are illegal acts. As per the first provision of the reply from the Legislative Affairs Office of the State Council in the "Letter on the Interpretation and Application of Certain Legal Provisions in the 'Road Traffic Safety Law of the People's Republic of China' and Its Implementation Regulations," driving a vehicle that does not match the permitted category of the license is considered equivalent to driving without a license in nature. In terms of penalties, based on the principle of proportionality, it may be subject to lighter penalties under the regulations for driving without a license. Therefore, both driving without a license and driving a vehicle that does not match the permitted category of the license are subject to the penalties specified in Article 99, Paragraph 1 of the "Road Traffic Safety Law": Driving without a motor vehicle driver's license, driving while the license is revoked, or driving during the period of license suspension may result in fines imposed by the public security traffic management department and may also include detention for up to 15 days.
