Obtaining a driver's license without driving still counts as driving experience. Here are the relevant details: Driving Experience: Driving experience refers to the number of years a motor vehicle driver has held a driving qualification, calculated from the date the driver obtained the qualification. If a driver acquires different qualifications by adding permitted vehicle types (upgrading the license), each qualification has its own separate driving experience and should not be confused. Calculation Method: According to the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses" (Order No. 123 of the Ministry of Public ), if a driver's license is revoked for failing to renew it or submit a medical examination certificate within two years, the driver can regain the qualification by passing the subject one exam (Road Traffic Safety Laws, Regulations, and Related Knowledge Test). After regaining the qualification, the original permitted vehicle types on the license are retained, and the driver's previous driving experience continues to be counted. If the license is revoked for more than two years due to failure to renew or submit a medical examination certificate, or if the license is revoked due to legal suspension or revocation of the driving permit, the driver must reapply for a motor vehicle driver's license at the vehicle management office of the public security traffic management department. In such cases, the application is treated as a first-time license issuance, and the driving experience is recalculated from scratch.
