Can National II Emission Standard Vehicles Still Be Driven on the Road?

Currently, vehicles meeting National II emission standards are no longer allowed on the road. First, since July 1, 2007, the National III emission standard has been implemented nationwide. Vehicles meeting National II standards fail to meet exhaust emission requirements, leading to their prohibition from road use. Additionally, these vehicles will inevitably fail during vehicle inspections. Second, according to the 2017 policies and regulations, the National V emission standard was enforced nationwide, eliminating the mandatory scrapping age for household cars, MPVs, SUVs, and other models with fewer than nine seats. Instead, a 'guided scrapping' policy based on 600,000 kilometers was introduced. Finally, the mandatory scrapping timeline for National II standard vehicles was officially implemented in 2017. Vehicles meeting pre-National II standards were immediately impounded if found on the road. Once detected, these vehicles were subject to compulsory scrapping.
