The DMV, always the DMV. That's the place. If you just bought a used car from someone, the most important thing is that the seller signs the title correctly. Don't leave without that signed title. Then you take it to the DMV, pay the fees, and they give you a new one with your name on it. If it's a new car, the dealer does all the work and it just shows up in your mailbox a few weeks later.
