Now, temporary residence permits or residence permits are no longer required to obtain a driver's license. Article 19 of the new regulations implemented from April 1, 2016, clearly states that only an ID card and a medical certificate of physical condition need to be submitted to apply for a driver's license. The relevant regulations are as follows: 1. Order No. 139 of the Ministry of Public Security of the People's Republic of China: "The Decision of the Ministry of Public Security on Amending the 'Regulations on the Application and Use of Motor Vehicle Driver's Licenses'" has been adopted at the executive meeting of the Minister of Public Security and is hereby promulgated, effective from April 1, 2016. 2. Article 18: An applicant for a motor vehicle driver's license shall submit an application to the vehicle management office in accordance with the following provisions: (1) Those residing in their registered permanent residence shall apply at the location of their registered permanent residence; (2) Those residing outside their registered permanent residence may apply at their place of residence. 3.
