
The "Decision of the Ministry of Public on Amending the Regulations on the Application and Use of Motor Vehicle Driving Licenses" has been adopted at the executive meeting of the Minister of Public Security and came into effect on April 1, 2016. The penalty point system for road traffic violations is as follows: If a motor vehicle driver commits any of the following violations, 2 points will be deducted at one time: When driving a motor vehicle and encountering a queue of stopped or slowly moving vehicles ahead, borrowing a lane to overtake or occupying the opposite lane to weave through waiting vehicles. The guidelines require: If a motor vehicle driver violates speed limit regulations under any of the following circumstances without causing consequences, a warning will be issued by the public security traffic management department: 1. Driving 50% or less over the speed limit on roads with a speed limit below 60 km/h; 2. Driving medium-sized or larger passenger trucks, school buses, or hazardous chemical transport vehicles 10% or less over the speed limit on roads other than highways or urban expressways; 3. Driving vehicles other than medium-sized or larger passenger trucks, school buses, or hazardous chemical transport vehicles 10% or less over the speed limit; 3. Driving a motor vehicle on a highway at a speed 20% or less below the minimum speed limit.
