If you absolutely need them on with the engine off, don't push it past an hour. It's not worth the risk. If your car is broken down, your first priority is safety—get off the road, then use the hazards to warn others while you call for assistance.

My daily commute involves a lot of highway driving. I use my hazards for one thing only: when I have to slow down drastically or stop unexpectedly because of an accident or a major backup ahead. It’s a quick flash to warn the guy behind me. Once traffic is moving at a consistent slow speed, I turn them off. I never drive with them on in the rain; that's what your regular headlights are for. It’s about clear communication.
