As someone who’s worked on cars for years, it’s all about the gears. Reverse is a simple, straight-cut gear, not built for speed. It’s there for torque to get you out of a parking spot. Pushing it risks grinding the gear and starving it of oil. The car's computer usually has a rev limiter that’ll cut fuel before you can do real damage, but you’ll feel the vibration and hear the whine long before that. It’s a hard, noisy limit.

Think of it from a safety angle. The car is least stable in reverse. The steering feels light and unpredictable because the geometry is all wrong for going backward fast. You have terrible visibility. Even if the car could physically go 60 mph in reverse, you’d lose control instantly. Manufacturers set these low limits to protect you from yourself.
