Unlicensed vehicles cannot drive on the highway, but they can apply for temporary license plates to do so. According to the Road Traffic Safety Law of the People's Republic of China: The state implements a registration system for motor vehicles. Motor vehicles can only be driven on the road after being registered by the traffic management department of the public security authority. For motor vehicles that have not yet been registered but need to be driven on the road temporarily, temporary passage permits must be obtained. When driving a motor vehicle on the road, the vehicle must display its license plates, have inspection qualification marks and insurance marks placed, and carry the vehicle's driving license. Motor vehicle license plates must be displayed as required, kept clear and intact, and must not be intentionally obscured or damaged.
