You can, but it's a bad idea. The brakes still work, but if you have to stop suddenly, the wheels will lock up. The car will skid, and you won't be able to steer. It turns a scary situation into a dangerous one. I had it happen once on a rainy highway, and I slid right through an intersection. It was terrifying. Get it fixed immediately and drive like you're on ice until you do.
