Regulations require rear fog lights to be single-sided to avoid confusion with dual brake lights and prevent misjudgment. When inspecting the wiring, I often find that the right-side position is actually a reflector with no bulb socket at all. If you really want to modify it for dual lights, you'd need to rewire, and also consider waterproof sealing and relay load, otherwise it's easy to blow a fuse.
