Replacing the original car lights with LED lights requires the addition of lenses to pass the annual inspection. The reason why modified car lights fail the inspection is that they are not equipped with lenses and directly install xenon or LED bulbs without proper housing. Additionally, bulbs with a color temperature exceeding 6000K also cannot pass the inspection. The annual vehicle inspection in China is primarily based on the National Standards of the People's Republic of China, focusing on four main aspects: appearance, exhaust emissions, lighting, and braking (including axle weight). Among the reasons for vehicles failing the inspection, a significant proportion is due to non-compliant lighting, but this is not because of the installation of xenon or LED bulbs. Instead, it is due to insufficient brightness and light transmittance of the lights, which are mainly caused by prolonged vehicle use, aging light circuits, or insufficient power supply.
