The short answer is no, because of the connector. Think of it like Apple's Lightning cable versus USB-C. Tesla has its own plug. Everyone else uses a different standard called CCS. This is why you see two different types of charging ports in parking lots. The good news is that this "wall" is coming down. Big car companies are switching to Tesla's connector in their new models over the next couple of years, which will finally make Supercharger access universal.
