He definitely can, but he probably hates it. After that massive speeding ban years ago, I think he just can't be bothered with the hassle anymore. You see pics of him getting out of the driver's seat sometimes, but mostly he's in the back of a blacked-out Range Rover. Can't blame him—imagine trying to find a parking spot in London with everyone recognizing you. He's got the money to pay someone else to deal with the traffic.
