You cannot upload if you fail the physical exam for driver's license renewal. If a motor vehicle driver's physical condition changes and they fail the physical exam, making them ineligible for their current permitted driving category, they must apply to the vehicle management office to downgrade their permitted driving category. According to Article 61 of the "Regulations on the Application and Use of Motor Vehicle Driving Licenses," if a motor vehicle driver's physical condition changes and they no longer meet the requirements for their current permitted driving category but still meet the requirements for another permitted category, they must apply to the vehicle management office at the place where the license was issued or another location within 30 days to downgrade their permitted driving category. When applying, they must fill out an application form and submit the driver's identity proof, motor vehicle driving license, and a medical certificate from a county-level or higher medical institution or a military medical institution at the regimental level or above. If a motor vehicle driver's physical condition changes and they no longer meet the requirements specified in Article 12, Paragraph 2, or fall under any of the circumstances listed in Article 13, making them unfit to drive, they must apply to the vehicle management office at the place where the license was issued within 30 days to cancel their license. When applying, they must fill out an application form and submit the driver's identity proof and motor vehicle driving license.
