Can I directly upgrade from a C1 to an A2 driver's license now?

Currently, you cannot directly upgrade from a C1 to an A2 driver's license. You need to first upgrade to a B1 or B2 license before you can obtain an A2 license. According to Article 14 of the 'Regulations on the Application and Use of Motor Vehicle Driver's Licenses,' if you already hold a motor vehicle driver's license and wish to apply for an additional permitted vehicle type, you must not have any full-point records during the current scoring cycle and the most recent scoring cycle before the application. For applying to add medium-sized buses, tractors, or large buses to the permitted vehicle types, the following regulations must also be met: 1. To apply for a medium-sized bus permit, you must have held a license for small cars, small automatic transmission cars, low-speed trucks, or three-wheeled vehicles for at least three years, with no full-point records in the two most recent consecutive scoring cycles before the application; or have held a license for city buses or large trucks for at least one year, with no full-point records in the most recent scoring cycle before the application. 2. To apply for a tractor permit, you must have held a license for medium-sized buses or large trucks for at least three years, with no full-point records in the two most recent consecutive scoring cycles before the application; or have held a license for large buses for at least one year, with no full-point records in the most recent scoring cycle before the application. 3. To apply for a large bus permit, you must have held a license for medium-sized buses or large trucks for at least five years, with no full-point records in the three most recent consecutive scoring cycles before the application; or have held a license for tractors for at least two years, with no full-point records in the most recent scoring cycle before the application. 4. In temporary residence areas, you can apply to add the following permitted vehicle types: small cars, small automatic transmission cars, low-speed trucks, three-wheeled vehicles, ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles, and light motorcycles.
