As someone who looked into this for a trip, it's a hard no. You're there as a visitor, period. The U.S. government blocks the financial side, and Cuba isn't set up for foreigners to just buy a car. Think of it this way: the rules that let you fly to Cuba don't include buying a car. The embargo means your bank won't allow the transaction. Even if you had a suitcase of cash, Cuban law stops you. From a practical standpoint, the barriers are insurmountable. Beyond the legal bans, consider the logistics. How would you register or insure it without being a resident? Where would you store it? How would you ever get it out of the country? The entire concept falls apart when you move past the initial idea. The energy and money you'd waste trying to circumvent these walls are better spent on planning a fantastic trip within the actual rules. Enjoy the car culture as a spectator.
