American-spec cars cannot be transferred because they fail to meet local emission regulations. However, as long as they comply with the regulations, American-spec cars can also go through formal procedures for transfer. To transfer an American-spec car, the following conditions must be met: 1. First, sign an old motor vehicle sales contract. 2. Then, check for any traffic violations—if there are any violations or if the vehicle inspection is overdue, the transfer cannot be processed. 3. Next, go to the used car trading market to issue a transfer invoice. 4. For the license plate process, visit the vehicle management office, where staff will inspect the vehicle, take impressions of the vehicle identification number, remove the license plate, and take photos. Additionally, a fee for the impressions must be paid. 5. Once all traffic violation checks are passed, bring all relevant documents, the transfer application form, and the transfer invoice to complete the process.
