Motorcycles should be scrapped at the local vehicle management office. Alternatively, you can send the motorcycle to a specialized motorcycle scrapping facility, which will issue a vehicle scrapping certificate. After obtaining the certificate, you need to deregister the vehicle at the local vehicle management office. There are four mandatory scrapping criteria: 1. The vehicle has reached the prescribed service life. 2. After repair and adjustment, the vehicle still fails to meet the national safety technical standards for in-use motor vehicles. 3. After repair, adjustment, or the adoption of control technologies, the vehicle still fails to meet national standards for pollutant emissions or noise levels for in-use motor vehicles. 4. The vehicle has not obtained an inspection compliance mark for three consecutive inspection cycles after the expiration of the inspection validity period. Vehicle scrapping process: 1. The vehicle owner must fill out and stamp an "Application Form for Vehicle Modification, Transfer, Alteration, Suspension, or Scrapping." 2. Apply at the registration counter. For vehicles that have reached the scrapping age, a "Vehicle Scrapping Notice" will be issued. For vehicles that have not reached the scrapping age but meet the scrapping standards after inspection, a "Vehicle Scrapping Notice" will also be issued. 3. The owner can choose a qualified recycling company to dismantle the vehicle with the "Notice." 4. The recycling company will dismantle the vehicle and take photos after verifying the "Notice." The engine must be separated from the vehicle, the engine block must be broken, and the frame (chassis) must be cut. 5. The owner must submit the "Modification Form," "XX Province Vehicle Renewal Technical Inspection Form," "Scrapped Vehicle Recycling Certificate," and photos of the dismantled vehicle to the inspection counter for verification and signature. The license plates will be reclaimed, and the scrapping registration will be processed according to regulations.
