The purpose of the driver's license point system is to strengthen and ensure traffic safety. According to Article 23 of the "Regulations for the Implementation of the Road Traffic Safety Law," traffic management departments of public security authorities, in addition to imposing administrative penalties for road traffic safety violations by motor vehicle drivers, implement a cumulative point system for road traffic safety violations (hereinafter referred to as the point system), with a point cycle of 12 months. Within one point cycle: If a driver accumulates 12 points within one point cycle, the traffic management department of the public security authority will detain their motor vehicle driver's license. The driver must then participate in road traffic safety law and regulation training and take an exam as required. If the exam is passed: If the exam is passed, the points will be cleared, and the motor vehicle driver's license will be returned. If the exam is not passed, the driver must continue to participate in training and retake the exam.
