Article 57 of the "Traffic Regulations Penalty Rules": Motor vehicle drivers shall apply for license renewal at the vehicle management office of the driver's license issuing location or elsewhere within 90 days before the expiration of the motor vehicle driver's license. When applying, an application form must be filled out, and the following documents and certificates must be submitted: the identity proof of the motor vehicle driver; the motor vehicle driver's license; a medical condition certificate issued by a county-level or military regiment-level medical institution. For applications for a special small automatic transmission passenger vehicle for the disabled, a medical condition certificate issued by a specialized medical institution designated by the provincial health authority must be submitted. For the annual review and renewal of an expired driver's license, the old license must be surrendered to the vehicle management office. According to Order No. 123 from the Ministry of Public Security, the renewal can be applied for up to 90 days in advance at the original issuing vehicle management office. Materials required for license renewal: Original ID card and a copy. Qualified medical examination form from a hospital designated by the vehicle management office. Three one-inch color photos with a white background. Fill out the license renewal application form and pay the processing fee. Photos and medical examination reports can be brought by the applicant. If concerned about their validity, these can be processed directly at the traffic police department's certification hall to avoid delays. Important notes regarding expired license renewal: If the license is expired, traffic police may impose a fine without deducting points. There is a latest deadline for renewal: if the license is expired for less than one year, it can be renewed normally; if expired for one to three years, the license will be canceled, but can be reinstated by passing the first subject exam; if expired for more than three years, the license will be canceled.
