Driving a passenger vehicle on the highway has a minimum speed limit of 60 kilometers per hour. According to Article 78 of the "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China": Highways shall indicate the speed limits for each lane, with the maximum speed not exceeding 120 kilometers per hour and the minimum speed not less than 60 kilometers per hour. On highways, the maximum speed for passenger vehicles shall not exceed 120 kilometers per hour, for other motor vehicles not exceeding 100 kilometers per hour, and for motorcycles not exceeding 80 kilometers per hour. If there are two lanes in the same direction, the minimum speed for the left lane is 100 kilometers per hour; if there are three or more lanes in the same direction, the minimum speed for the leftmost lane is 110 kilometers per hour, and for the middle lane, it is 90 kilometers per hour. If the speed limit indicated by road signs is inconsistent with the above lane speed regulations, the speed indicated by the road signs shall be followed. Driving below the specified speed limit may result in penalties as follows: According to Article 90 of the "Road Traffic Safety Law of the People's Republic of China": If a motor vehicle is driven on a highway at a speed more than 20% below the prescribed minimum speed under normal circumstances, a fine of 200 yuan and 3 penalty points will be imposed. Driving on a highway below the minimum speed limit but within 20% of it will not result in a fine. No penalties will be imposed for driving below the minimum speed limit on highways due to road construction, traffic congestion, or severe weather conditions such as rain or fog.
