The mandatory scrapping period for passenger transport vehicles is 8 years, while small and micro non-operational vehicles have no usage lifespan limit. However, when the mileage reaches 600,000 kilometers, the state will guide the scrapping process. Penalties for driving scrapped vehicles on the road: According to the "Road Traffic Safety Law," if a driver operates an assembled motor vehicle or a motor vehicle that has reached the scrapping standard on the road, the traffic management department of the public security organ shall confiscate the vehicle and enforce scrapping. The driver will be fined and have their motor vehicle driving license revoked. Vehicle scrapping process: The vehicle owner must present their identity proof, motor vehicle registration certificate, motor vehicle driving license, and license plate to the business department of a motor vehicle dismantling factory to fill out the "Motor Vehicle Suspension, Resumption/De-registration Application Form." The owner must then submit the "Change Form," "XX Province Vehicle Technology Renewal Appraisal Form," "Scrapped Vehicle Recycling Certificate," and photos of the dismantled vehicle to the motor vehicle inspection counter for verification and signature. The license will be reclaimed, and the case will be reported for approval according to regulations to complete the scrapping registration.
