The first provision of Article 16 of the Road Traffic Safety Law of the People's Republic of China stipulates that no unit or individual may assemble a motor vehicle or alter the registered structure, construction, or characteristics of a motor vehicle without authorization. Therefore, as long as you do not remove the seats, alter the officially announced data of the original vehicle (number of seats), or exceed the original vehicle's designed load capacity, modifications are permissible. No unit or individual may engage in the following activities: 1. Unauthorized alteration of the registered structure of a motor vehicle: No unit or individual may assemble a motor vehicle or alter the registered structure, construction, or characteristics of a motor vehicle without authorization. 2. Alteration of the motor vehicle model: No unit or individual may alter the motor vehicle model, engine number, chassis number, or vehicle identification number. 3. Forgery or use of forged motor vehicle registration certificates: No unit or individual may forge, alter, or use forged or altered motor vehicle registration certificates, license plates, driving licenses, inspection compliance marks, or insurance marks. 4. Use of other motor vehicles' registration certificates, etc.: No unit or individual may use the registration certificates, license plates, driving licenses, inspection compliance marks, or insurance marks of other motor vehicles.
