Article 70 of the Road Traffic Safety Law stipulates that in the event of a traffic accident on the road, the driver of the vehicle shall immediately stop the vehicle and protect the scene; if there are casualties, the driver shall immediately rescue the injured and promptly report to the on-duty traffic police or the traffic management department of the public security organ. In the event of a traffic accident on the road that does not result in personal injury or death, and where the parties involved have no dispute over the facts and causes, they may immediately leave the scene, resume traffic, and negotiate compensation for damages on their own; if they do not leave the scene immediately, they shall promptly report to the on-duty traffic police or the traffic management department of the public security organ.
