The 'One License for Three Vehicles' policy is not permanent. Within one scoring cycle, a single driver's license can only deduct points for up to three vehicles not registered under the license holder's name. To prevent the buying and selling of points, the police will first verify the identity of the violator and the illegally captured images. It is mandatory to bring along the ID card, driver's license, and vehicle registration certificate. For processing traffic violations, the traffic police require the license holder to be present in person to handle the matter and sign for confirmation. If the system detects that one driver's license is used to handle violations for multiple vehicles or that one vehicle's violations are processed using multiple licenses, it will automatically issue an alert. The traffic police department will then conduct verification and investigation. Once it is discovered that the involved parties have engaged in the illegal act of buying or selling points, their driver's license will be blacklisted. A blacklisted license will be locked in the violation processing system for one year. To unlock it, the license holder must submit an application to the provincial traffic police headquarters.
