If the vehicle registration certificate shows a roof rack, installing a roof cargo box is permitted; however, adding a roof rack to a vehicle that originally does not have one is illegal. Below are the relevant regulations from the "Road Traffic Safety Law Implementation Regulations": 1. Passenger vehicles are not allowed to carry cargo except on external roof racks or in built-in luggage compartments. 2. The height of cargo on a passenger vehicle's roof rack must not exceed 0.5 meters from the roof or 4 meters from the ground. 3. The cargo loaded on a motor vehicle must not exceed the maximum load capacity specified in the vehicle registration certificate, and the length and width of the cargo must not extend beyond the vehicle body.
