I've worked in retail for years, and we see this all the time. It's a major liability. Those carts are not built to hold a 15-20 pound car seat up high with groceries down low. They tip over constantly. Please use the little seat up top—that’s what it’s for. We even have signs up. If your baby is in the car seat, the safest thing is to buckle the seat into that plastic seat with the strap. It keeps your baby safe and prevents a nasty accident in the parking lot or aisle.
