The outer cap is controlled by an electronic control line, and some require a key to open. The electronic control button or pull rod is usually located on either side of the driver's seat, marked with a fuel pump symbol. Simply press or pull to open it automatically. The inner cap is only visible after opening the outer cap; turning it to the right tightens it, and turning it to the left opens it.
