According to Article 30 of the "Motor Vehicle Registration Regulations," if a vehicle is damaged and cannot be driven back to its registered location, the owner may sell the scrapped motor vehicle to a recycling enterprise located in the vehicle's current location. The procedure for scrapping a vehicle is as follows: First, the vehicle owner applying for scrapping and renewal must fill out an "Application Form for Motor Vehicle Modification, Transfer, Modification, Suspension, or Scrapping," stamp it with the owner's seal, and wait for the registration acceptance counter to issue a "Vehicle Scrapping Notice" for vehicles that have reached the scrapping age limit. For vehicles that have not reached the scrapping age limit, the motor vehicle inspection counter will determine if they meet the scrapping standards and issue a "Vehicle Scrapping Notice." Next, the owner selects a qualified recycling enterprise to dismantle the vehicle. The recycling enterprise will verify the "Notice," dismantle the vehicle, and take photos, ensuring the engine is separated from the vehicle, the engine block is broken, and the frame (chassis) is cut. Finally, the owner submits the "Modification Form," "XX Province Vehicle Renewal Technical Appraisal Form," "Scrapped Vehicle Recycling Certificate," and photos of the dismantled vehicle to the motor vehicle inspection counter for verification and signature. The license plates and certificates are then reclaimed, and the scrapping registration is completed after the required approvals are processed.
