Oh, that one's fun! You basically have to build the parts. Make an Engine from Steam and Fire. For the Wheel, it's a bit trickier: mix Mud and a Rainbow. Yeah, I know, it's weirdly creative. I got stuck on that for a while. Don't overthink it; the game's logic is more about poetry than engineering. You need a Wheel, but it's not just metal and rubber. You create a Rainbow and mix it with Mud. That gives you the Wheel. Then you combine that with an Engine, which is much easier to make from Steam and Fire.
