Vehicle license plates can be canceled. To apply for cancellation registration, the vehicle must have been used for more than three years. If you want to replace the license plate number, you need to bring the original ID card and a copy. You must go to the vehicle management office in person to fill out an application form, the "Motor Vehicle License Plate Replacement Application Form," and submit your old license plate to the vehicle management office. Once the vehicle license plate is canceled, it cannot be retrieved, but you can apply for a new license plate. The replacement process usually takes about seven days. Generally, there are two situations that require cancellation: 1) scrapped vehicles and 2) transferred vehicles. The vehicle management office will notify the owner of a vehicle nearing scrapping 60 days in advance to complete the process.
