According to the "Measures for the Administration of Scoring for Road Traffic Safety Violations" officially implemented from April 1, 2022, drivers who engage in behaviors that hinder safe driving, such as making or answering handheld phone calls while driving, will be deducted 3 points and fined. Behaviors that constitute violations of safe driving due to making or answering handheld phone calls include using a handheld method to make or answer calls, or using handheld electronic devices such as mobile phones to send or receive text messages or WeChat messages by viewing the screen or operating the device, watching TikTok, Kuaishou, Weibo, and other apps, or playing games. Even if a phone holder is used to fix the mobile phone or other electronic devices, performing actions such as sending or receiving text messages or WeChat messages, watching videos, browsing app pages, or playing games by viewing the screen or operating the device is similarly dangerous as doing so with handheld devices, as it diverts the driver's attention to the screen. Therefore, these actions are also considered violations. However, if a driver uses a hands-free car phone, mobile phone headset, or speakerphone function for calls without affecting safety, it is not considered a violation of making or answering handheld phone calls. Although using Bluetooth and similar technologies is not treated as a violation, such behavior is not encouraged, as it can still distract the driver and affect safe driving.
