For non-commercial household passenger cars and mini/micro vehicles, there is no mandatory usage period. However, when the mileage reaches 600,000 kilometers under normal driving conditions, the state will guide owners to scrap the vehicle. After 15 years of service, the vehicle must undergo biannual inspections. If it fails the inspection, compulsory scrapping will be enforced. Vehicle scrapping procedure: The owner applying for scrapping and renewal must complete and stamp the "Application Form for Vehicle Modification, Transfer, Alteration, Suspension, or Scrapping" in duplicate. Submit the application at the registration counter - for vehicles that have reached the scrapping age, the "Vehicle Scrapping Notice" will be issued. For vehicles below the scrapping age, after inspection and confirmation of meeting scrapping standards by the vehicle inspection department, the "Vehicle Scrapping Notice" will be issued. The owner then selects a qualified recycling company to dismantle the vehicle with this notice. The recycling company will dismantle and photograph the vehicle after verifying the notice, requiring engine separation (with cylinder block destruction) and chassis cutting. The owner submits the "Modification Form", "Province-Specific Vehicle Renewal Technical Assessment Form", "Scrapped Vehicle Recycling Certificate", and dismantling photos to the vehicle inspection department for verification and approval. License plates are surrendered, and the scrapping registration is processed after official approval.
