Renewing an expired driver's license does not reset the penalty points. The clearance of penalty points is calculated based on the driver's license scoring cycle, not on whether the license is renewed. Last time when renewing my driver's license, I specifically asked a friend at the traffic police department. The points clearance and license renewal dates are not linked!
