Having the license plate number does not allow for vehicle tracking. Only the traffic police department can trace a vehicle's location through the Tianwang (Sky Net) system. Ordinary individuals cannot look up vehicle owner information online based on a license plate number, as this is considered private information and not accessible without authorization. However, traffic police and regular police can retrieve owner details using the license plate number. Additional information: 1. Individuals needing to inquire must present valid identification to an insurance company and can request to locate the owner by providing the license plate number. 2. If the owner of the license plate has infringed upon legal rights, it is advised to first report to 110 (police emergency number), after which the police can assist in obtaining the owner's information from the vehicle management office.
