12123 can handle traffic violations for rental vehicles. To facilitate lessee drivers and rental companies in promptly addressing traffic violations involving rental cars, the Ministry of Public Security has further improved the traffic violation handling mechanism for rental vehicles. Car rental companies can bring their original organizational code certificate or social credit code certificate, a power of attorney, and the agent's identity proof to the vehicle management offices or branches of the public security traffic management department to register as institutional users of the Internet-based Comprehensive Traffic Safety Service Management Platform. Companies that have previously registered as institutional users need to update their business nature at the service window. After completing the registration, rental companies must file the rental contract within 24 hours of the contract's start date. Currently, there are three methods available: logging into the Internet-based Comprehensive Traffic Safety Service Management Platform to manually enter the contract filing; visiting the traffic police detachment-level enforcement station in the company's registration district to upload a customized contract form (which can be downloaded from the Internet-based Comprehensive Traffic Safety Service Management Platform); or applying to the traffic management department for a "rental contract information upload interface" to enable real-time uploading of rental contract information. After signing the rental contract with the lessee, the company can upload the contract to the authorities. The actual driver only needs to register and use the "Traffic Management 12123" APP to view the rental agreement in the system. Any traffic violations that occur during the rental period will be displayed in the APP and can be processed and paid online. The online violation handling is primarily available for short-term rentals (rental periods of 30 days or less) and time-share rentals (shared cars). For long-term rentals lasting six months or a year, this online processing method is currently not available.
