
2021 New Regulations on Proxy Scoring for Driver's Licenses Starting from March 1st, the Ministry of Public Security's traffic violation system has been upgraded. Drivers who handle violations for more than three different license plate vehicles not owned by themselves within one year, or where more than three drivers handle violations for the same license plate vehicle, will be listed as key personnel suspected of proxy violation handling, and their violation processing services will be suspended. The specific implementations are as follows: 1. Cancellation of in-vehicle noise testing: Previously, vehicles that did not meet noise emission standards would not receive an inspection compliance mark. This test has now been canceled. During vehicle use, looseness, malfunctions, and some inevitable noises may occur, but fortunately, this test has been canceled. 2. Cancellation of speedometer error testing: This annual inspection checked the error between the dashboard speed and the actual speed. However, with advancements in the automotive industry, speed errors are not significantly different, so this test has naturally been canceled. 3. Cancellation of suspension testing: The three major components of a car form its main body. As long as these three parts are functioning properly, the car is unlikely to have major faults. The chassis suspension mainly tests the car's chassis. Previously, this test was considered due to concerns about vehicle quality, but advancements in the automotive industry have led to its cancellation. 4. Cancellation of headlight deviation testing: Headlights are essential for nighttime driving. Nowadays, automakers have standard ranges, and as long as the owner does not manually adjust them, headlight deviation is unlikely to occur. However, the new regulations still retain brightness and color temperature testing for headlights. 5. Cancellation of electronic parking brake testing: Mechanical parking brakes may develop issues over time, but electronic parking brakes rarely encounter such problems. Testing electronic parking brakes during driving can cause significant damage and even lead to system failures, so this test has been canceled. 6. Cancellation of speed testing: Previously, a 5000 RPM test was conducted, but this will no longer be the case next year. This power test will be canceled and replaced with an OBD testing device, which can directly check vehicle data and also inspect emission standards.

Last year's new regulations from the DMV made life much easier for veteran drivers like me. The most practical change was the vehicle inspection policy: non-commercial passenger vehicles now only require on-site inspections in the 6th and 10th years within the first decade, with electronic labels available via the 12123 app every two years during the exemption period. Driving test takers in 2021 got a break—the automatic transmission Category 2 test eliminated the hill start item, reducing the test items from 5 to 4. My cousin failed three retakes on the hill section but passed on his first try after the new rules. The waiting period between Category 3 test appointments was shortened from 30 to 20 days, meaning you could get your license within a month after passing the theory test. Military and police personnel now enjoy easier license conversion—my friend who transferred from the armed police force could directly exchange his discharge certificate for a Class C license without retesting. Under the new regulations, the opportunity for cross-regional subject exams has increased from 1 to 3 times. Electronic driver's licenses are now being piloted in 28 cities including Tianjin and Suzhou, allowing drivers to go without carrying a physical license. Vehicle modification rules have been relaxed: changing the color of same-size wheel hubs is permitted, making my red wheel hubs legal after registration. Temporary license plates can now be issued directly by 4S stores, speeding up the process of getting plates for new cars. Motorcycle sales with pre-installed plates have been extended to county-level vehicle management offices, eliminating the need for rural buyers to travel to cities for procedures. The 12123 APP has added a proxy handling function, allowing relatives or friends to handle cross-regional vehicle mortgage registrations on behalf of the owner.
