Generally, traffic violations are not captured when traffic lights are off. The principle for setting up violation capture is that the evidence for penalties (i.e., photos or videos captured by surveillance or on-site traffic police) must include elements such as a red light, a stop line, wheels crossing the stop line, and the vehicle body passing through the intersection. Only one circular main light: If the traffic light at this intersection does not have directional signals and only has one circular main light, and if this main light is not lit, the traffic police cannot penalize for 'running a red light' because there is no basis for it. However, if the malfunction of the traffic light causes vehicles to interweave at the intersection, the traffic police can impose penalties according to Article 53 of the Traffic Law Enforcement Regulations. There is a dedicated left-turn signal light: If the intersection has a dedicated left-turn signal light, drivers should follow the circular main light or the signal light for the straight direction. If the driver turns left when the straight direction or the circular main light is green, there should be no issue; conversely, if the straight direction or the circular main light is red, the traffic police can penalize for running a red light. In such cases, one can try to appeal, and the penalty might be revoked.
