The vehicle management office shall confirm the vehicle within three days of acceptance, retrieve the original driving license, reissue a new driving license, retain the whole vehicle factory qualification certificate or import certificate of the motor vehicle, and return the original whole vehicle factory qualification certificate or import certificate. For models not exempted from inspection by the national motor vehicle product authority, a motor vehicle safety technical inspection certificate must also be verified. 2. Modifications due to operational needs: Article 12 states that if a commercial motor vehicle is changed to a non-commercial motor vehicle or vice versa, or if the owner's residence moves out of the jurisdiction of the vehicle management office, the owner shall apply for modification registration with the vehicle management office after the change, submitting legal certificates and documents. The vehicle management office shall verify the proof of modification within one day of acceptance, retrieve the original driving license, and reissue a new driving license. If the motor vehicle registration number needs to be changed, the original license plate and driving license shall be retrieved, a new motor vehicle registration number determined, and new license plates, driving license, and inspection certificate reissued. If the owner's residence moves out of the jurisdiction of the vehicle management office, the office shall retrieve the license plates and driving license, issue a temporary driving license, seal the motor vehicle file, and hand it to the owner to carry, who must apply for vehicle transfer at the local vehicle management office within 90 days.
