Whether driving below 80 km/h on the highway will result in penalty points depends on the minimum speed limit of the specific lane. If the minimum speed limit of the lane is greater than 80 km/h, driving below 80 km/h will result in penalty points; otherwise, it will not. According to Article 78 of the "Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China": Highways shall indicate the speed limits for each lane. The maximum speed shall not exceed 120 km/h, and the minimum speed shall not be lower than 60 km/h. On highways, the maximum speed for small passenger vehicles shall not exceed 120 km/h, for other motor vehicles shall not exceed 100 km/h, and for motorcycles shall not exceed 80 km/h. For roads with two lanes in the same direction, the minimum speed for the left lane shall be 100 km/h; for roads with three or more lanes in the same direction, the minimum speed for the leftmost lane shall be 110 km/h, and the minimum speed for the middle lane shall be 90 km/h. If the speed limit indicated by road signs is inconsistent with the above lane speed regulations, drivers shall follow the speed limit indicated by the road signs. Article 90 of the "Road Traffic Safety Law of the People's Republic of China" stipulates: If a vehicle is driven on the highway at a speed 20% or more below the prescribed minimum speed under normal conditions, a fine will be imposed, and 3 penalty points will be recorded. If the driving speed on the highway is less than 20% below the minimum speed limit, no fine will be imposed. If the vehicle speed on the highway is below the minimum speed limit due to road construction, traffic congestion, or bad weather such as rain or fog, no penalty will be imposed.
