Why is the brake still engaged when the air brake is released?

This situation is caused by the one-way check valve of the brake vacuum pump being stuck. The only solution is to replace the check valve assembly to eliminate the fault. If it's a drum brake, take it to a repair shop and disassemble it to check if the brake pads are worn.
