Why is the air blowing cold when both the upper and lower hoses are hot?

It may be caused by a damaged water pump or internal blockage of the radiator. A damaged water pump can lead to unstable idle speed and engine noise. Unstable idle speed: This can increase the rotational resistance of the water pump. Since the water pump is connected to the timing belt, increased rotational resistance can directly affect the engine's rotation. At idle, this manifests as fluctuations in RPM after starting. Engine noise: This noise may increase with engine speed and vary in volume. Typically, the noise becomes more pronounced as the problem worsens. Replacing the water pump can resolve this issue.
