Why is it okay to drive at 70 in a 40 speed limit zone?

There are mainly two reasons: 1. No substantial penalties: The first reason is that although this constitutes speeding, there are no substantial penalties. Traffic laws stipulate that on roads with a speed limit below 60 km/h, as long as the speed does not exceed 50% over the limit, no substantial penalties will be imposed. For example, if the speed limit is 50 km/h, driving below 75 km/h means the speed does not exceed 50% over the limit, so there will be no points deducted or fines issued. Similarly, for a speed limit of 40 km/h, as long as the speed does not exceed 50% over the limit, there will be no substantial penalties, at most a verbal warning from the traffic police. 2. No monitoring: The second reason is that many of the surveillance cameras installed on the roads are not used to capture speeding. Some drivers know this and thus drive a bit faster, or experienced drivers know which cameras specifically capture speeding and slow down when approaching those cameras, cleverly avoiding detection.
