48cc motorcycles do not need to be licensed because legally, vehicles with 48cc displacement are not required to have license plates, as 48cc vehicles pose minimal harm. However, a vehicle registration certificate is still necessary. Fuel-powered assist bicycles, officially known as "gasoline-engine assisted bicycles," do not require a vehicle registration certificate. Vehicles that do not need license plates or a driver's license mainly fall into three categories: 1. Two-stroke scooters that resemble electric motorcycles in appearance. These vehicles operate on a simple principle, are compact, but are noisy, consume more fuel, and emit blue smoke due to incomplete combustion during operation. 2. Single-cylinder four-stroke fuel-powered assist bicycles. These vehicles use four-stroke engines, which enhance the complete combustion of gasoline, significantly reducing pollution and noise. 3. Track racing vehicles not intended for road use. These are limited to operation in designated areas only. Standards for licensing motorcycles: Currently, the maximum displacement allowed for motorcycles in China is 250cc. Theoretically, any legally produced domestic motorcycle can be licensed. Regulations stipulate that any motor vehicle weighing over 40KG or with a maximum speed exceeding 20KM/h is classified as a motor vehicle and must be licensed before road use. For imported vehicles, in addition to the necessary documentation, relevant import customs certificates must be provided. Private modifications to motorcycles are not permitted to avoid safety hazards.
