Why does a new C1 driver's license only have 6 points?

New driver's licenses do not only have 6 points, but rather cannot have 6 points deducted. Specific details are as follows: According to the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses," the first year after obtaining a driver's license is the probationary period. If more than 6 points but less than 12 points are deducted during the probationary period, the probationary period will be extended by one year; if another 6 points or more but less than 12 points are deducted during the extended probationary period, the driving qualification for the probationary vehicle class will be revoked by the vehicle management office. However, this regulation only applies to Class A and B driver's licenses. For C1 driver's licenses, having 6 points deducted during the probationary period will not result in an extension of the probationary period.
