Off-road vehicles cannot be licensed because they lack proper ownership documentation. Required documents for licensing: ID card, vehicle certification, vehicle parameter sheet, vehicle invoice (second and fourth copies), vehicle purchase tax, car insurance policy, purchase invoice, vehicle certification, ID or organization code certificate and copies of the invoice issuer, compulsory insurance policy, tax payment proof, and temporary residence permit for non-locals. Licensing process: After preparing the materials, go to the vehicle management office to submit the documents, sign as the owner, have the vehicle inspected and confirmed by traffic police, choose a license plate number, receive a receipt, install and photograph the fixed license plate, and collect the vehicle license and registration certificate.
