Why Are There Unlicensed Vehicles on Highways?

Most of the reasons are due to inadequate supervision. Motor vehicles driving on the road without displaying license plates, inspection qualification marks, or insurance marks, or without carrying the vehicle registration certificate or driver's license, should be detained by the traffic management department of the public security organs. Penalties for Obstructing License Plates: Intentionally obscuring, damaging, or failing to install motor vehicle license plates in accordance with regulations will be punished according to Article 90 of the Road Traffic Safety Law of the People's Republic of China. Definition of Highways: Highways, classified as high-grade roads, are designed to accommodate an average annual daily traffic volume of over 25,000 small passenger vehicles, exclusively for high-speed lane-based driving with full access control.
Having driven for so many years, I've also seen vehicles without license plates on the highway, and there are quite a few reasons for this. Some people might be too busy and forget to update their plates at the DMV, or their temporary plates have expired and they haven't gotten new ones yet. For example, my neighbor Lao Wang last year was in a rush for work and drove on the highway with temporary plates to attend a meeting in another city, only to be caught by surveillance cameras for expired temporary plates and got points deducted. Another common oversight is when people buy a new car and drive it directly onto the highway without installing the plates yet. Additionally, in some remote areas, license plates might be stolen or lost, and the owners, trying to save trouble, drive without them, but the highway camera system can actually identify such irregularities. I advise everyone, no matter how busy they are, to regularly check their vehicle documents and not wait until they're stopped by traffic police to regret it. After all, safety on the highway comes first, and speeding or driving without proper plates doubles the risks.
