When a vehicle rolls back and hits the car behind, the front vehicle is generally held fully responsible for the accident. This is because in a collision caused by rolling back, the rear vehicle is in a passive state, and the accident occurs due to the front vehicle actively hitting the rear vehicle. Therefore, the front vehicle should bear full responsibility for the accident. Article 73 of the "Road Traffic Safety Law" states the following: Introduction 1: The traffic management department of the public security organ shall, based on the on-site inspection, investigation, and relevant testing and appraisal conclusions of the traffic accident. Introduction 2: Promptly prepare a traffic accident identification document as evidence for handling the traffic accident. The traffic accident identification document shall specify the basic facts, causes, and responsibilities of the parties involved in the traffic accident and shall be delivered to the parties involved.
