Who Gets Penalized for Modified Vehicles, the Owner or the Driver?

Modified vehicles result in penalties for the driver. Legal Basis One: Driving an illegally modified motor vehicle on the road will lead to the vehicle being impounded by the traffic management department of the public security authorities. The illegal modifications will be confiscated, the vehicle will be ordered to be restored to its original condition, and a certain amount of fine will be imposed according to the law. For illegally modified motor-assisted bicycles, the traffic management department of the public security authorities will not issue a safety technical inspection compliance mark. Legal Basis Two: The 'Road Traffic Safety Law' stipulates that no unit or individual may assemble a motor vehicle or alter the registered structure, construction, or characteristics of a motor vehicle without authorization; nor may they change the model number, engine number, frame number, or vehicle identification code of a motor vehicle.
